PERSONALITY FORUM: MHA LAMENTS INABILITIES OF STATE LEGISLATURES

The inabilities of the states House of Assemblies across the country to be autonomous have been a great predicament in the discharge of their functions as legisla ture and representatives of their various constituencies .
Dropping the hints, Rt. Hon. Iroju Ogundeji, the Deputy Slpeaker , Ondo state House of Assembly, said although the country have three level of legislative bodies, as National Assembly, States Assemblies and the local legislative body respectively .
The Deputy Speaker posits that the National Assembly is autonomous in entirety as a body and control the rested solely on the National Assembly, while reverse is the case in the state Assemblies across the country.
Rt. Hon. Ogundeji, who is representing the Odigbo constituency 1 on the floor of the state Hallowed chamber noted that, although on paper, therefore constitution there is separation of power. While practically, the different state Executives control the Legislative arms when it comes to finances in their various state, which is said to be the major power of the arm or organ to function properly .
He informs that the three arms of governance, Legislature, Executive and Judiciary need to be totally separated, while each other still act as checks and balance both in function and finance. Noted that if hence, one will still be dependent and as such on other to perform. In that a situation will definitly hinders the performance of such an arm or organ of the governance.
In his words " When we talk of separation of power in this country, it strictly applicable at the federal or National level, where the National Assembly has control and direct power on their finances, however coming to states, the House of Assemblies are at the mercy and peril of the state Executives and as such it hinders the performances of the legislatures at this level".
"Until if there is reverse on this action across the country before the state legislatures can be said to be totally autonomous and independent as the constitution profers. As this action affect the effectiveness and hinder performances of legislation at the state level across the country. "
The Legislator informs that the National Assembly has begin a process of amendment on the issue, as a bill is in process to effect a cha in the anomalies. Calling on Assemblies across the country to give the bill a speedy passage when get to their turn to do so, in the interest of development of democracy in the country.
Adding that this singular act of the Executive controlling the finances of the state Legislatures is a great hindrance to their effectiveness and performances, especially when it comes to their over-sight functions and constituencies development across the country.
